Abstract

Cloud service reliability assessment is a vital decision-making activity for companies and individuals. In this assessment, the evaluation information can be represented by multi-valued neutrosophic sets (MVNSs). MVNSs are regarded as an integration of single-valued neutrosophic sets (SVNSs) and hesitant fuzzy sets (HFSs); therefore, in this paper, we first define a framework of entropy measures and a family of cross-entropy measures for MVNSs by considering the defects of that for SVNSs and HFSs. Second, a novel extended VIKOR (VlseKriterijumska Optimizacija I Kompromisno Resenje) method based on cross-entropy and entropy measures is developed to address the decision-making problems when information about criteria weights is completely unknown. The proposed method based on cross-entropy may be much better than the methods using general distance measures. Finally, we apply the proposed method to evaluate cloud service reliability and discuss the different results when different cross-entropy and entropy measures are used, to demonstrate the practicality and effectiveness of the proposed method. A comparative analysis is made with other decision-making methods.
